I.Summary
Through the Republic Act 8525, otherwise known as "An Act Establishing the Adopt-A-School Program" we believe we can make a difference in the lives of the children, parents and teachers of "San Miguel Public Elementary School" and other schools in the future who take interest in our program and apply it in their school. This school will be a model school for all of the Philippines and abroad. We will develop this organic garden/park over a period of 5 years and during that time train the beneficiaries to continue the project for many years thus enabling them to take ownership of their garden/park.
The proceeds from the produce will go back to the school to help with the nutrition/feeding program, pupils participation in the different academic contest /development; faculty development/school operations; and sports programs. It's our hope that every family will have a backyard garden and produce healthy nutritious foods for their families, be disease free and delivered of all sickness. The family unit will also be strengthen as the family can sit on a park bench in the garden and admire the beautiful flowers which they have planted.
We're requesting any financial and or technical support your willing to offer to help make this project become a reality and success. The total monetary need for the 5 year project is estimated to be around PHP 1,369,890.00 OR US $29,146.60
The total anticipated budget for this project by phase is: Phase One: PHP 503,770.00 OR US $10,718.51 Phase Two: PHP 812,120.00 OR US $17,279.15 Phase Three: PHP 54,000.00 OR US $1,148.94

II.Introduction
WELLOFLIFE COMMUNITY DEVELOPMENT INC. is a non-stock, non-profit non-government missions organization engaged in community development and serving the communities of Mindanao Philippines.
III.Rationale
WELLOFLIFE conducted some preliminary research in the Barangay of Lubogan by interviewing and asking school teachers, spiritual leaders, and Purok leaders to answer questionnaires and surveys regarding community issues. Some depressed communities were identified where prostitution as early as 9 years of age is taking place, other problems such as gambling, poverty, illiteracy, alcoholism, witchcraft/occult, idleness, and gang wars are said to be strongholds in the community. A number of idle lands which have the potential to generate income by planting fruits and vegetables were also observed. Training will be conducted to teach organic agriculture and other livelihood income generating skills.
Problems will be addressed using the CHE "Community Health Education" strategy and help the community to identify their problems and come up with solutions on their own. Our belief is that good health effects all areas of a persons life. Teachings on physical, emotional, social, and spiritual matters are being conducted. Physical care topics are shared like disease prevention using picture pamphlets which explain how certain diseases are caused, how to prevent them, how to cure with natural remedies, medical treatment and last when to go to the hospital.
In an attempt to reach these precious people at an early age to instill Godly values and morals WELLOFLIFE has been granted to use 1 hectare of land with existing irrigation from the San Miguel Public Elementary School. WELLOFLIFE will adopt the San Miguel Elementary School for a 5 year period through the Republic Act 8525 of 1998 otherwise known as "An Act Establishing the Adopt-A-School Program." Gardening will teach pupils how to care for God's creation, produce nutritious food and get exercise.
IV.Goals/Objectives

Teach appropriate organic farming practices and low cost/high quality fertilizer production to children and their parents, with hope they will make gardens at their homes and also teach their neighbors.

Prevent malnutrition and diseases by producing different varieties of nutritious fruits, vegetables, poultry, livestock, and fish while teaching how to prepare and cook these foods for consumption.

Incorporate organic farming in the school curricula and using gardening as a practical means to teach other subjects like math, science, history, geography, English etc. to strengthen the overall educational experience.

To create a garden/park atmosphere which will be a means of bringing families closer together as they bond by talking a stroll through the garden of fresh flowers, fruits, vegetables, and animals that the children care for, while relaxing on park benches to admire the beauty of Gods creation and each other. Which is rare in the Philippines.

To support the programs of the school such as the school feeding program; pupils participation in the different academic contest /development; faculty development/school operations; and sports programs from the proceeds incurred from the profits of the garden produce.
When these goals and objectives are met the children will be empowered and educated to be better citizens of the Philippines or whatever country they may go to. The health of the community will be substantially improved. The school will be able to deliver better quality education to the community. This project will be a model project which can be adapted by other concerned companies and organizations from the government, public or private sectors. Above all Christ will be Glorified!
Project Beneficiaries San Miguel Elementary School currently has approximately 600 students, 17 regular permanent teachers, 1 school head and 1 preschool teacher. If the school receives 150 new students each year thats another 600 in 4 years. We hope to impact these 1,200 or more children, their families, neighbors, out of school youth and other interested community members in the initial 5 years. The project will continue for many years as there will always be new students coming in and those who have benefited go on to high school. After 5 years the school administration is expected to sustain the program to serve more children. Thus enabling ownership and empowerment.
V.Procedures/Scope of Work
Features of the Organic Garden/Park
High value fruit and vegetable crops; vermiculture cultivation; organic fertilizer and livestock feeds processing; flowers; 2 fish ponds 1)Talapia and 1)Aquarium fish; livestock such as goats, rabbits and chickens; herbs, mushroom cultivation; park benches; wide raised beds, FAITH garden and Square Foot garden designs.
Construction The construction of the garden/park will begin with land preparation and the installation of a fence to keep out stray animals and thieves. The Department of Agriculture has approved the donation of a 60x60 square meter greenhouse/nursery so this will also be installed. The land will be cleared of long grasses and converted to compost. A small laboratory/tool shed facility for producing and storing organic foliar sprays and natural pest repellent will be built. Tools and equipment will be stored in the shed. Goat, chicken and rabbit housing will be built. Vermiculture beds, fish ponds, mushroom shading soaking tub and cutting table will be constructed.
Garden Layout/Design Pathways will be made throughout the garden area and connecting the different sections of the project. Miniature rice terraces will be layed out. Designated areas for compost, bokashi production, material mixing, sorting, packaging. FAITH (Food Always in the Home) garden demo with wide raised bed area. Square Foot gardens 4x4 foot squares placed throughout the area.
Initial Planting Flowers and fodder crops such as ransonii, flemengia and indigofera will be planted along the pathways and fences to beautify the place and provide food for the livestock. Rice will be planted for a source of food, mulch, and soil amendments to be fermented and added to the plots.
Livestock Breeding Goats, rabbits and chickens will be bred for our dispersal program to the beneficiaries of the school and community.
Seedling Dispersal Seedlings will be raised in our nursery so students and community members can avail of seedlings after they construct garden plots at their own homes.
Training Students, interested community members and workers will be trained as the project is developed. Potential volunteers will be recruited and selected to help man the project. A care taker from the Office of the City Agriculturist may be stationed at the project and hired workers may be contracted when needed.
Testing/Evaluation Careful records, documentation, and evaluation of experiments and procedures will take place to determine the best possible practices and protocols.

VIII.Evaluation
Evaluation will be on going from the beginning of the project. Each phase will have it's own evaluation process.
Phase One Evaluation: The orientation will be conducted at the launching of the project and at the beginning of each new school year. We will monitor the impact and make changes and improvements as needed. The construction plan itself will be drawn up and several parties will be consulted to ensure effectiveness of the plan before construction begins. The construction will also be evaluated during and upon completion to ensure quality materials and workmanship are provided. Structure strength tests will be conducted etc.
Phase Two Evaluation: The effectiveness of the programs will be identified due to the number of participating children, teachers, parents and community members. The impact of the actual teaching will be measured by inspecting the garden plots on our site and at the homes of the beneficiaries. The quality and productivity of all plots will also help identify if improvements need to be made. The dispersal program will be evaluated according to the results and success of the beneficiaries, also if they keep their end of the agreement. Plant, livestock, and child growth will be monitored, documented and recorded for evaluation purposes.
Phase Three Evaluation: This is the last phase but the program continues once we are confident we can successfully turn over the project to a new proponent. All data will be analyzed to confirm objectives were met. New proponent will already been trained.
